Does Iowa require PTO payout?

Not automatically. Iowa has no law forcing employers to pay out unused PTO, so it comes down to your written policy or contract. If the policy promises payout, that promise is enforceable as wages. The controlling authority is Iowa Code § 91A.2(7)(b).

How Iowa treats accrued PTO

Iowa does not require vacation payout by default. Under § 91A.2(7)(b), vacation pay counts as wages only when it is due under an agreement or policy of the employer. If a policy provides pro rata vacation accrual, the amount owed is prorated for the part of the year worked (§ 91A.4).

Employers often withhold federal tax at the 22% supplemental wage rate on a lump sum, which can make the payout look more heavily taxed than your normal paycheck; it evens out when you file.
